El interés de los cientistas políticos por el concepto de ciudadanía ha experimentado en los últimos años unaverdadara explosión. A fines de la década de los 70’ era posible afirmar con Van Gunsteren que “el concepto de
ciudadanía ha pasado de moda entre los pensadores políticos”. Luego de 20 años el concepto ha vuelto a la palestra política en gloria y majestad. La explicación la
podemos encontrar en el actual contexto histórico, político y económico de fin de milenio.
